In September 1999, the EEOC district office in Chicago, Illinois brought this action against the American Lock Company in the U.S. District Court for the Northern District of Illinois. Although the complaint is unavailable, the settlement agreement states that a Black male former employee alleged that the defendant violated Title VII of the Civil Rights Act of 1964 when it failed to promote him because of his race. Further, he alleged that the defendant retaliated against him for complaining about the discrimination, which resulted in his constructive discharge. After two status hearings and an agreed protective order, the parties settled and a settlement agreement was entered in April 2000.

In the settlement agreement, the parties agreed that the defendant would refrain from retaliating and discriminating on the basis of race, pay the aggrieved party $125,000, post an EEO notice, provide EEO training to all supervisors and managers, and submit semiannual compliance/complaint reports to the EEOC. No fees or costs were awarded. The terms of the agreement ran for one year.
