On June 15, 2006, the Multnomah County, Oregon Board of Commissioners passed a resolution granting the Multnomah County District Attorney's Office the authority to conduct a full investigation into the policies and procedures of the corrections facilities operated by the Multnomah County Sheriff's Office. The D.A.'s Office subsequently launched a thorough investigation lasting over 4 months. During the course of this investigation, the D.A. and his staff toured the jail facilities, interviewed dozens of witnesses, consulted with national corrections experts, and talked to county officials in Oregon and Washington. Based on this investigation, the D.A. issued a 136-page comprehensive report, detailing his findings and recommendations regarding several areas of concern, including: (1) the lack of oversight of jail operations; (2) the high per-inmate costs; (3) the financial losses incurred by housing inmates from other counties under contract; (4) poor inmate safety and security; (5) the poor holding and release procedures and (6) the delivery of medical care, especially in emergency situations.
