In 1994, the U.S. Department of Justice commenced an investigation of the conditions at the Calhoun County, Georgia, Jail pursuant to the Civil Rights of Institutionalized Persons Act ("CRIPA"), 42 U.S.C. §1997 et. seq. In 1995, following the investigation, the DOJ notified the Chairman of the Calhoun County Commission of its findings and made recommendations regarding staffing and supervision, access to reading material, medical and mental healthcare, suicide prevention, fire safety, plumbing, lighting, and overcrowding. It appears that the Attorney General did not file suit against the jail, so there was never a court proceeding. The investigation was listed as closed in the 2002 Annual Report.
