On April 9, 2003, diabetic inmates in the Alabama Prison System filed a class action lawsuit under 42 U.S.C. §1983 against the Alabama Department of Corrections in the U.S. District Court for the Middle District of Alabama. The plaintiffs, represented by the Southern Poverty Law Center, alleged that their constitutional rights had been violated by denial of adequate medical care.

Shortly after the lawsuit was filed, the parties entered into a settlement agreement, and they asked the court to approve it. On February 4, 2004, the U.S. District Court for the Middle District of Alabama (Judge Myron Thompson) approved the settlement agreement, which provided for changes in the areas of intake screening, blood sugar testing and control, eye exams, foot exams, testing and treatment for kidney disease, testing and treatment for heart disease, dental care, preventative and chronic care, diet and exercise, and education. The court also closed the case without prejudice. Gaddis v. Campbell, 301 F.Supp. 2d 1310 (M.D.Ala. 2004).
