Sometime in 1976, juveniles detained at the Bronx Family Courthouse filed a lawsuit in the Supreme Court of the State of New York for the County of New York against several judges and administrators of New York State and city agencies. The Legal Aid Society, Juvenile Rights Division represented the plaintiffs. The court entered a consent decree on January 17, 1977. The consent decree stated that the new Bronx Family Courthouse would be ready for full occupancy, including the detention rooms, on or before May 2, 1977. The defendants agreed to repair and service the boys' and girls' detention rooms and maintain them in a sanitary condition. The required sanitary conditions specifically included the proper functioning of the toilets and sinks, the proper operation of all windows, the proper functioning of drinking fountains, the regular extermination of the roaches that were infesting the area, the compliance with fire regulations, and the proper heating and cooling of the detention and attorneys' interview rooms.

The only information we have on this case is the 1977 consent decree.
