On February 8, 1990, Ronayne and Michael Shaw filed a lawsuit against San Francisco County under the California State Constitution, the First and Fourteenth Amendments to the U.S. Constitution, and 20 U.S.C. § 1401 (the Education of the Handicapped Act) in the San Francisco County Superior Court. They alleged that conditions at the county's juvenile detention facility, where one of their children had recently been confined, were deficient in the areas of facility maintenance, fire safety, failure to provide clean clothes to juveniles, food, educational services, recreation, disciplinary policies, excessive use of force, staff training, staff levels, mental health services, grievance procedures, and visitation procedures. The plaintiffs, represented by the Youth Law Center, asked the court for declaratory and injunctive relief in these areas.

This suit settled in 1993. The Youth Law Center monitored the facility for the next six years. In early 1999, they concluded monitoring activities and dismissed this case.
