In 1977, plaintiffs filed a section 1983 suit and requested injunctive relief to expand their visitation opportunities, to prevent overcrowding, to improve medical conditions, and to expand recreational opportunities at the Milwaukee County jail. After two years of litigation, the district court for the Eastern District of Wisconsin (Judge Myron L. Gordon) ordered a permanent injunction against the defendants, requiring them to expand visitation opportunities and to decrease the jail's population. The court dismissed plaintiffs' action regarding recreation, and the parties settled the issue of medical treatment. In 1979, the court granted plaintiffs' motion for attorney's fees. Plaintiffs' counsel was from Legal Action of Wisconsin. Jordan v. Wokle, 464 F. Supp. 173 (E.D. Wis. 1979).
