An inmate at the Richmond City Jail in Virginia filed a lawsuit under 42 U.S.C. § 1983 against the Virginia Department of Corrections in the U.S. District Court for the Eastern District of Virginia. The plaintiff alleged that his constitutional rights had been violated by racial discrimination in the jail's classification procedures.
On December 26, 1976, U.S. District Court for the Eastern District of Virginia (Judge Robert Merhige) held that the plaintiff's rights had been violated by racial discrimination in the jail's classification procedures and awarded the plaintiff $250 in compensatory damages. Mickens v. Winston, 462 F.Supp. 910 (E.D.Va. 1978). The Fourth Circuit Court of Appeals affirmed. Mickens v. Winston, 609 F.2d 508 (4th Cir. 1979). We have no further information in the proceedings in this case.
