In 1993, plaintiffs filed a section 1983 class action suit against Adams County, Ohio, members of the Board of Commissioners, and the Sheriff of Adams County. In 1994, the district court for the Southern District of Ohio (Judge S. Arthur Spiegel) certified plaintiffs' class. Hiatt v. Adams Co., 155 F.R.D. 605 (S.D. Ohio 1994). According to the docket from PACER, plaintiffs filed an interlocutory appeal with the Sixth Circuit, which remanded the matter back to the district court. In 1997, the parties negotiated a settlement, and the court approved and awarded plaintiffs' attorney's fees.
