In 1987, plaintiffs, both prisoners and family members of prisoners, filed a complaint in the United States District Court in Maryland against the Jail Administrator, County Manager, and President of the City Council in Talbot County seeking class certification. Plaintiffs alleged numerous deficiencies of the Talbot County Detention Center regarding issues such as shelter, food, sanitation, personal safety, medical care, visitation, and access to courts. Plaintiffs claimed that defendants violated their First, Sixth, Eighth, and Fourteenth Amendment rights and sought declaratory judgment stating that defendants' policies are unconstitutional, an injunction barring defendants from engaging in unlawful practices, and attorneys' fees. An attorney from ACLU National Prison Project and an attorney from ACLU Maryland represented plaintiffs.
