At some point in 1983 or before, some prisoners at the Lake County Jail filed habeas corpus petitions in the Lake County Superior Court challenging their conditions of confinement; these petitions were consolidated into one case, and in 1983, Craig Haney, a professor of psychology at the University of California, Santa Cruz, was appointed to evaluate conditions at the jail.
