In 2004, attorneys representing the blind community entered into structured negotiations with American Express ATM Holdings, Inc. regarding access to ATMs for blind and visually impaired people. On July 26, 2004, the parties entered into a settlement agreement.
Under the terms of the settlement, the company agreed to make its ATMs talk so that blind people could use them. The schedule specified in the agreement stipulated that American Express ATMs would be 100% in compliance with the agreement by December 31, 2008. This was the first agreement in the United States in which a non-bank ATM owner agreed to make its ATMs accessible to blind users.
