In 2006, blind and visually impaired persons entered into structured negotiations with Safeway, Inc. On September 30, 2006, the parties entered into a settlement agreement.
Under the terms of the agreement, Safeway agreed to make changes in all of its United States locations so that blind people can pay for things with payment cards and enter PINs. In order to accomplish that, Safeway would install payment devices with keys that a person can feel. Affected stores included Safeway, Vons, Randalls, Tom Thumb, Genuardi's, Pavilions, Dominick's, Pak'n Save Foods, and Carrs stores.
