On June 8, 1993, the United States Department of Justice ("DOJ") filed an employment discrimination lawsuit in the U.S. District Court for the District of Columbia against the District of Columbia Metro Police Department. The parties conducted discovery for eight months. On April 9, 1994, the District of Columbia was substituted for the District of Columbia Metro Police Department as defendant.
