In 1988, an attorney in Miami filed a lawsuit in the U.S. District Court for the Southern District of Florida, seeking to compel the government to produce documents regarding the relocation and the granting of asylum to Haitian immigrants under the Freedom of Information Act, 5 U.S.C.S. § 552 et seq.
