Received a recess appointment from Theodore Roosevelt on November 14, 1907, to a seat vacated by Louis E. McComas; nominated to the same position by Theodore Roosevelt on December 3, 1907. Confirmed by the Senate on December 12, 1907, and received commission on December 12, 1907. Service terminated on August 7, 1937, due to death.
