Nominated by Richard M. Nixon on September 22, 1970, to a seat vacated by Edwin D. Steel, Jr. Confirmed by the Senate on October 8, 1970, and received commission on October 14, 1970. Served as chief judge, 1983-1985. Service terminated on May 8, 1985, due to appointment to another judicial position.
