Nominated by Richard M. Nixon on April 29, 1971, to a new seat authorized by 84 Stat. 294. Confirmed by the Senate on May 20, 1971, and received commission on May 20, 1971. Served as chief judge, 1979-1990. Service terminated on August 2, 1995, due to death.
