Nominated by Richard M. Nixon on September 22, 1970, to a new seat authorized by 84 Stat. 294. Confirmed by the Senate on October 8, 1970, and received commission on October 14, 1970. Served as chief judge, 1982-1999. Assumed senior status on November 19, 1999. Service terminated on April 3, 2000, due to retirement.
