Received a recess appointment from Woodrow Wilson on March 4, 1913, to a seat vacated by Clinton W. Howard; nominated to the same position by Woodrow Wilson on July 2, 1913. Confirmed by the Senate on July 21, 1913, and received commission on July 21, 1913. Assumed senior status on May 31, 1933. Service terminated on February 2, 1943, due to death.
