Nominated by Ronald Reagan on September 23, 1986, to a new seat authorized by 98 Stat. 333. Confirmed by the Senate on October 8, 1986, and received commission on October 14, 1986. Served as chief judge, 1989-1994. Assumed senior status on October 21, 1996. Service terminated on February 10, 2011, due to death.
