Received a recess appointment from Theodore Roosevelt on April 15, 1905, to a seat vacated by Lawrence Weldon; nominated to the same position by Theodore Roosevelt on December 5, 1905. Confirmed by the Senate on January 16, 1906, and received commission on January 16, 1906. Service terminated on April 16, 1916, due to resignation.
