In 1986, eleven anti-war protesters filed a lawsuit under 42 U.S.C. § 1983 against the City of Rock Island, the Chief of the Rock Island Police Department, a matron at Rock County Jail, four Rock Island police officers, the City of Moline, the Moline Police Department Chief, eight Moline Police Officers, and Moline Police Department civilian clerks in the United States District Court for the Central District of Illinois. Plaintiffs, represented by the People's Law Office, sought compensatory damages, claiming they were the victims of false arrest, malicious prosecutions, and strip-searches.

On December 8, 1989, the Court (U.S. District Court Judge Michael M. Mihm) denied plaintiffs' motion for summary judgment.

On September 6, 1990, the Court (U.S. District Court Judge Mihm) denied defendants' motion for partial summary judgment based on immunity.
