In this case, Plaintiff challenged the conditions of confinement at the Jefferson County, Alabama jail, alleging that prisoners were subjected to inadequate medical care, mail censorship, denial of access to legal materials and solitary confinement.

According to Pugh v. Locke, 406 F.Supp. 318, 328 fn.12 (M.D.Ala. 1976), on August 29, 1973, the District Court for the Northern District of Alabama found the jail conditions to be unconstitutional. Thrasher v. Bailey, CA 73P 816-S (N.D. Ala. 1973).
