The San Antonio district office of the EEOC brought this suit against Loop 20 Texas, Inc. and Cheema, Inc. in September 2006 in the U.S. District Court for the Western District of Texas. The complaint alleged the defendants' top official subjected a class of female employees to sexual harassment in violation of Title VII of the Civil Rights Act of 1964. He also retaliated against a female employee, reducing her hours and accordingly constructively discharging her. The defendants moved to dismiss the case in December 2006, and the motion was denied in February 2007. After the judge in the case entered an administrative order closing the case, the parties entered a consent decree in May 2007.

The decree included non-discrimination and non-retaliation clauses, required the defendants to expunge the employment record of the female employee, and required the defendants to post and distribute a notice of employees' rights. The consent decree also required the defendants to train all employees in equal employment opportunity compliance training for no less than four hours. The injunctive parts of the decree had a two year term. If the EEOC found non-compliance, the running of the two year period is tolled as of the date of the violation. In addition, the defendants agreed to pay $16,750 to the complainant and $18,250 to a fund for aggrieved individuals identified by the EEOC as class members, in amounts to be set forth by the EEOC. The docket sheet does not show any further enforcement; the case was presumably closed in 2009.
