Plaintiffs sued the sheriff of the Early County Jail in the District Court for the Middle District of Georgia because the jail was racially segregated in violation of Wilson v. Kelley, 294 F. Supp. 1005 (N.D. Ga. 1968), aff'd 393 U.S. 266 (1968). Without a trial on the merits, the parties negotiated a consent decree in 1975 that enjoined defendant from failing to desegregate the Early County Jail. In 1976, the FBI conducted an investigation of the jail and found that it was desegregated in compliance with the Kelley decision. The PACER docket is not available for this case, and all of our information is from the court's consent decree and an administrative record closing the case in 1976
