In 1994, the Civil Rights Division of the U.S. Department of Justice notified Harris County, Georgia that it intended to investigate conditions in the county jail. In 1995, following the investigation, the DOJ notified the Chairman of the Harris County Board of Commissioners of its findings and made recommendations regarding staffing and supervision, access to legal and reading materials, medical and mental healthcare, general sanitation, fire safety, food service, and plumbing. It appears that the Attorney General did not file suit against the jail, so there was never a court proceeding.
