In 1988, plaintiffs filed a class action suit in the district court for the Eastern District of Wisconsin on behalf of all present and future inmates at the Milwaukee County Jail. The court (Judge Thomas Curran) certified the class and consolidated several cases with similar issues, including Williams-El (JC-WI-003). In 1990, the court entered a consent decree to address overcrowding in the jail. Jackson v. Artison, 1990 WL 367622 (E.D. Wis. 1990). According to the docket from PACER, the court dissolved the consent decree in 1996. Late that year, someone, presumably a class member who was not a named plaintiff, moved to vacate and set aside the court's judgment orders. That would-be plaintiff appealed his case to the Seventh Circuit, but the appeal was dismissed.
