In 1997, the U.S. Department of Justice and the Wood County Sheriff's Department negotiated a settlement agreement after the DOJ investigated the County under the Americans with Disabilities Act (ADA). According to the settlement, the Sheriff's Department agreed not to discriminate against any inmate on the basis of disability, to ensure effective communications with inmates with disabilities, to provide qualified interpreters, to ensure adequate housing for inmates with disabilities, to make available telecommunication devices for the deaf and televisions with closed captioning, not to retaliate against a person who makes a complaint under the ADA, to provide inmates with information regarding ADA requirements, and to implement the terms of the settlement agreement and ensure compliance by appointing a monitor.
