In 2010, after receiving a report of race discrimination on the University of South Carolina ("USC") campus, the Civil Rights Division of the U.S. Department of Justice ("DOJ") examined USC's policies and practices related to the handling of complaints of discrimination and harassment under federal civil rights laws, including Title IV of the Civil Rights Act of 1964. Following its investigation, the DOJ reached a settlement agreement, under which USC agreed to improve its policies and practices; train students, faculty and administrators on their responsibilities under USC's policies; and respond to such complaints in a timely and effective manner. USC was also to train select administrators, faculty and students to lead future trainings on campus; adopt revised anti-discrimination and harassment policies before the start of the 2011-12 school year; and initiate training during the spring 2012 semester.
