On July 6, 2000, the Disability Rights Section of the United States Department of Justice filed a lawsuit in U.S. District Court for the Southern District of Iowa against the American Association of State Social Work Boards under Title III of the Americans with Disabilities Act. The plaintiff alleged that the American Association of State Social Work Boards violated the ADA by failing to provide the visually impaired man with a qualified reader.

It appears that the plaintiff and defendant engaged in extensive negotiations prior to filing the lawsuit. On July 12, 2000, the District Court (Senior Judge Robert W. Pratt) entered a consent decree that required the defendant to pay $1,500 to the visually impaired man and called for adoption of compliance procedures and appointment of ADA compliance officers. The United States was given the power to monitor the implementation of the Consent Decree until it expired on May 1, 2003. It appears that there was no actions brought to enforce the consent decree and the case is now closed.
