Families and Friends of Louisiana's Incarcerated Children and the Juvenile Justice Project of Louisiana brought this class action lawsuit on June 13, 2012 on behalf of children in custody of the Office of Juvenile Justice. In part, the plaintffs contend that the OJJ is in violation a settlement agreement its predecessor, the Department of Corrections, entered into with the United States Department of Justice in the mid-to-late 1990s.

Primarily, plaintiffs claim the various institutions systematically deny them access to courts, their parents, and advocates to address myriad constitutional violations taking place within the facilities. The plaintiffs filed a Motion for a Preliminary Injuction accompanying their complaint.
