On December 9, 1976, prisoners at the St. Landry Parish Prison filed a lawsuit in the U.S. District Court for the Western District of Louisiana, alleging that the prison's classification procedures unconstitutionally discriminate on the basis of race in violation of 42 U.S.C. § 1983. Michael M. Wahlder, U.S. Magistrate, was appointed Special Master, and on January 6, 1978, he granted the federal government's motion to intervene in the case.
