This case involves a 2007 petition for a writ of habeas corpus filed in the Fresno County Superior Court by an inmate at the Pleasant Valley State Prison. A copy of the petition was not available.

Following a December 21, 2007 hearing, the Superior Court (Judge Gary D. Hoff) ordered the Pleasant Valley State Prison to provide all inmates with photocopies of their administrative appeal paperwork for appeals at all level including informal appeals. The Court further ordered the Prison to assign tracking numbers to all appeals. Judge Hoff reasoned that providing copies would not be a burden on the Prison and would assist inmates in obtaining access to the courts.
