The parties conducted discovery for eight months. On April 9, 1994, the District of Columbia was substituted for the District of Columbia Metro Police Department as defendant. On June 2, 1994, the District Court (Judge Norma H. Johnson) entered a settlement decree and judgment. This case is closed.
